As reported by Event Hubs, Capcom revealed how DLC characters will work in terms of getting them during the EVO 2015 Street Fighter panel.

As opposed to repetitious updates that "Street Fighter" and Capcom is notorious for, such as "Super Ultra Champion Edition," there will only be one disc (or digital copy) to get. All balance patches will be free and other content can be earned by simply playing the game long enough as revealed by Capcom's Director of Brand Marketing & eSports Matt Dahlgren.

Moving forward, all balance and system adjustments will be made available for free to players. All post launch gameplay related content can now be earned by playing the game.

In terms of characters, there will be 16 characters at launch, four of which are brand new and have yet to be revealed, with plans of adding more fighters.

Dahlgren also mentioned the model that "Street Fighter V" will approach, as to try not alienating fans who don't want to keep upgrading to a new version of the game.

Additionally, that old strategy punished players who took a break from playing the game. For instance, if they stopped playing during Street Fighter 4, and they wanted to come back and play a little more during the Super Street Fighter 4 era, they would have been forced to purchase an upgrade to play in the largest player pool.

Essentially, what we did over time with Street Fighter 4 is made our player pool smaller and smaller by eliminating people who didn't purchase the upgrades. That old method forced players to purchase all of the new content, even if only a few characters were really appealing to them.

Looking forward, our new strategy is more consumer friendly. This also creates additional long-term engagement with the game, because the more you play it, the more you're rewarded. We're always adding to the player base this time around — we're never shrinking it by requiring a paid update. Players can leave at any time and come back at any time, and play on the latest balance adjustments with the largest player base.

Right now as of this writing, the pricing hasn't been revealed yet. However, they stated how getting new content that would be purchases would work. There are two forms of currency: Fight Money, where you pretty much play the game to earn money to purchase characters and presumably costumes and more, and Zenny (no Bison Dollars?), which is the real-money currency that is the faster option and would be like buying DLC characters normally. In other words, you either play enough where you can buy the characters with the in-game currency (assuming the rate you earn it isn't trivial), or you can buy the characters with real money quickly.
