Steam Will Now Offer Refunds
Don't Like a Game? Return It (Without Going Over 2 Hours)
As one of the most requested features for Steam, Steam announced they will now have refunds. Refunds extends to purchasable games and downloadable content.
Here is how the refunds work in terms on the time duration:
The Steam refund offer, within two weeks of purchase and with less than two hours of playtime, applies to games and software applications on the Steam store. Steam
In relation to DLC and consumable items, the amount of time refers to how long the DLC was played since the purchase and not the base game itself, which happens to be two hours, and the items can't be consumed.
It should be noted and warned, however, that Steam will keep an eye on any suspicious activity that looks like people are abusing the system.
Refunds are designed to remove the risk from purchasing titles on Steam—not as a way to get free games. If it appears to us that you are abusing refunds, we may stop offering them to you. We do not consider it abuse to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price.
